[REGULATION] CBAM – Effective phase and next steps

 

 

The European Union is entering a decisive phase with the gradual implementation of the Carbon Border Adjustment Mechanism (CBAM). The mechanism will become fully operational on January 1, 2026.

 

👉 What will change between the transitional phase and the effective phase on January 1st?

 

Since October 2023, importers have been required to report emissions embedded in their imports, with no payment obligation for six specific industrial sectors (cement, iron and steel, aluminium, fertilizers, and electricity).

 

From 2026, the obligations will be extended:

•    Authorized MACF declarant status required to import into Europe

•    Mandatory purchase and surrender of MACF certificates corresponding to the emissions of imported products

•   Annual declaration of imported products and associated emissions through the MACF registry available to importers and their suppliers, and verification of emissions for actual emission values used

 

At the same time, free allowances allocated to European producers under the European Emissions Trading System (EU ETS) will be phased out between 2026 and 2034, ensuring fair competition between European and imported products.
